For over 150 years, the City of Boonville has celebrated the emancipation of our Cooper and Howard Counties ancestors of African descent, from the condition of forced and legalized servitude. This event commemorates the United States' historic "Emancipation Proclamation of 1863", the Executive Order issued by then-President Abraham Lincoln, designating over three million persons in pro-slavery States, such as Missouri, from "slave" to "free." Although this document was issued January 1, 1863, many former slaves across the country were unaware of their freedom for many months thereafter. Consequently, Boonville's annual celebration centers on the date of Tuesday, August 4, 1863 or "August 4th", as that is the date passed down from generation to generation, as the date former slaves in Cooper and Howard Counties became aware they were "free". While that date in history occurred on a Tuesday, Boonville's Emancipation Proclamation Celebration (EPC) has and continues to occur, centered on the weekend of the first Saturday in August.

Originally started as a collective celebration by African-American churches of Cooper and Howard Counties, the Concerned Citizens for a Better Community of Boonville, Inc. (CCBC, Inc.) has been involved with and now sponsors Boonville's weekend-long Emancipation Proclamation Celebration (EPC) since 1986. In 2017, the CCBC will continue in the tradition of this historic and unique celebration our community's rich cultural heritage, with festivities and fun events the entire family will enjoy. With the support of with many individuals, groups, businesses, and places of worship, both in and outside of our community, along with the City of Boonville, this year's EPC features a weekend-long schedule of fantastic events, such as a golf tournament, swimming pool party, and more.
